DR. TIRSO A. RONQUILLO MAKES HISTORY AS THE FIRST PRESIDENT APPOINTED TO LEAD BATANGAS STATE UNIVERSITY, THE PHILIPPINES’ NATIONAL ENGINEERING UNIVERSITY. FOR PRESIDENT RONQUILLO, IT IS ALSO A DEEPLY PERSONAL HONOR TO BE THE YOUNGEST AND THE FIRST ENGINEERING ALUMNUS TO SERVE AS PRESIDENT.
His eight-year presidency at Batangas State University, from 2014-2022, prior to its declaration as “THE NATIONAL ENGINEERING UNIVERSITY”, has been characterized by his persistence, optimism, and commitment to accountability, transparency, and professionalism. His approachable leadership style and dedication to his background have become a hallmark of his presidency. President Ronquillo is an ASEAN-recognized professional electronics engineer and he has served as an editor of the Philippine Technical Commission and member of the American Society for Engineering Education and the Australasian Association for Engineering Education. His research interests include automation, security, digital signal processing, outcomes-based education, quality assurance, and higher education management. He also presented research papers in Japan, Korea, Australia, and United States.
With his actions as a visionary leader and strategist, has been given the chance to lead Batangas State University as the National Engineering University through the Republic Act No. 11694. Innovations are being pursued to provide solutions to social development goals and research-driven products that can fill gaps in global value and supply chains such as kist park, steer hub, vip corals, and action center. President Ronquillo works with all the members of the university community. He reduced the teaching load from 24 hours to 18 hours per week and also provided expanded workspace for caulty and staff, as well as other personal benefits.
President Ronquillo is known for his strong leadership as well as for his initiatives in securing greater funding support from the government and other funding agencies for the 114 SUCs across the country. His ability to bring SUCs together to advocate for their needs with one voice-benefitting faculty and students. His leadership at PASUC champions the value and strength of SUCs in embracing innovation and change, and in creating space for partnership and collaboration. He introduces the platform for innovating SUCs in the industry 4.0 (PISI) whose vision is to power up the intellectual capital of state universities and colleges.

TIMELINE
The Batangas State University was declared the National Engineering University, supported by Republic Act No. 11694, which was enacted on April 11, 2022. Paving the way for innovation, Batangas State University stands as the national leader in engineering education.

Established research and development centers: Shifted academic calendar with the first semester opening in August.
2016
Modernized infrastructure to create a 21st-century learning environment.
2015
Established stronger international partnerships and linkages.
2006
Converted into a state university by virtue of RA 9045, called the Batangas State University.
2001
Started offering basic education through a special science class in the laboratory school.
1987
Expanded operations in its first extension campus in Alangilan, Batangas City.

Started offering graduate degree programs.

Offered industrial education and engineering programs.
1971
Converted into a state college by virtue of RA 5270, called the Pablo Borbon Memorial Institute of Technology, the 23rd state college in the Philippines.
1968
Renamed Pablo Borbon Regional School of Arts and Trades: Started offering technical courses.
1957
Inaugurated the tallest academic structure in the region, the 10-storey Emilio Aguinaldo Building at the Pablo Borbon Campus; ranked 300th in the 2023 UI GreenMetric World University Rankings out of 1,183 universities worldwide; launched 16 microcredential courses at the First Guild Summit; celebrated BatStateU’s 120th founding anniversary and its first year as the Philippines’ National Engineering University.

Ranked 128th in the 2024 World University Rankings for Innovation (WURI); positioned between 601st and 800th in the 2024 Impact Rankings among 2,152 universities; awarded by the DTI the 2024 Presidential Recognition for Outstanding Development Partners under the Access to Technology and Innovation category for its pioneering Knowledge, Innovation, and Science Technology (KIST) Park; launched the National Engineering Education Development (NEED) Program to redefine engineering education in the Philippines.

Became the Pablo Borbon Memorial Trade School by virtue of RA 746.

Converted from being a Pablo Borbon Memorial Trade School to a National Trade School by virtue of RA 741.

Renamed Batangas Trade School.
